Conducting an initial technical inspection of the vessel

List of documents:
  • Small vessel certificate, form 3.2.3;
or
  • A document from a foreign classification society (ICT) specifying the area and navigation conditions, and an analysis of compliance with the requirements for stability, unsinkability, rescue, signaling and emergency support, radio navigation equipment to the extent of the applicable and relevant requirements of the Rules of the Republic of Kazakhstan with the area and navigation conditions designated by the ICT;
or
  • A document confirming the compliance of the vessel and its components with the requirements of international ISO standards for small vessels (series 47.080: Small craft), for jet skis - standard ISO 13590:2003;
or
  • Declaration of conformity (EU Declaration of conformity), drawn up by the vessel manufacturer or its authorized representative;
or
  • EU Declaration of conformity and a copy of the EU type-examination certificate (with annex) or a copy of the Certificate of conformity issued by the notified body;
For small self-built vessels, it is necessary to have:
  • an agreed RSU design of a small vessel or at least an analysis of the vessel's compliance with the applicable requirements of the RSU Rules;
  • certificates for materials and products, in accordance with the nomenclature of technical supervision objects of the Register.

Conducting a technical inspection of the vessel (MO)

Rules for conducting a vessel inspection and what you need to know:
  • During the technical inspection of the vessel, the inspector checks the compliance of the vessel's side number, engine type and power with the entries in the Vessel's Ticket, as well as the technical condition of the vessel's hull and superstructure, the condition of the engine, ship's mechanisms and equipment, electrical equipment, and compliance with other technical requirements that directly affect navigation safety. For the MS, the completeness of the provision in accordance with the requirements of the RSU Rules is also checked;
  • During the technical inspection of the vessel, the availability of the vessel's technical documentation and the correctness of entries in the vessel's documents are also checked, as well as the vessel's compliance with the requirements of regulatory legal acts and regulatory documents on technical operation, navigation safety and environmental protection;
  • During the technical inspection, the inspector takes photographs;
  • Photographing of each vessel and objects of technical supervision is carried out, depending on the circumstances, during technical inspection on the water or on the shore;
  • Photographs shall be taken of the port and starboard sides of the vessel with the state registration numbers affixed. The photographs shall clearly and completely show the hull of the vessel and the state registration numbers affixed to it;
  • Photographs are also taken of the relevant equipment and supplies at regular locations and the outboard/stationary engine;
  • For an effective survey to be conducted, the shipowner must properly prepare the vessel, which includes, at a minimum, the following measures:
  1. - all premises of the MC must be accessible for inspection;
  2. - all objects must be in good and working condition;
  3. - access, disclosure and dismantling must be ensured, in certain cases.
